First elected as your Seminole County Property Appraiser in 2004. Over 30 years experience in the Seminole County Property Appraiser’s office, beginning as an appraiser trainee and rising through the organization to become Assistant Property Appraiser before running for the office in 2004.
David has earned the Certified Florida Appraiser (CFA) designation. He has a history of harnessing technology to provide the highest level of customer service to the citizens of Seminole County. Under David’s leadership, Seminole County was the second jurisdiction internationally to EVER EARN the prestigious Certificate of Excellence in Assessment Administration by the International Association of Assessing Officers (IAAO).

Mobile Field Appraisal Tool
To improve efficiency, reduce paperwork and to streamline workflow, we have release a mobile tool for our field staff: Mobile Appraiser Query System (MAQS). MAQS effectively routes appraiser, allows full field capture of data, notes and pictures that are all wirelessly transferred back to the office to be conveniently worked by the appraiser in their work queue.
Appraiser's utilize a variety of imagery, including street-level, aerial and orthogonal (a.k.a. birds-eye) images from a variety of up-to-date sources to verify and review potential changes to a property before verify necessary site visits. We make most of these available for the citizens for no cost.

One of the first Florida counties to release an online homestead application which has led to the highest rate of online filers statewide. It was the first to provide streamlined integration with DMV validation and digital signatures.
